The Demise of the 28-Article Peace Initiative for Ukraine: How Diplomatic Efforts Continue to Falter

Europe felt a moment of respite on Monday, as the diplomatic emergency caused by the presentation of a new 28-article proposal for ending the war appeared – temporarily – to have been defused. A American diplomat spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Moscow made its response: a renewed assault of aerial bombardment on Kyiv.

The Rhythm of Negotiation and Warfare

The succession of opposing developments captured the grim essence of the outgoing year. By day, negotiation efforts are conducted: positive announcements are delivered from different nations. Significant resources is devoted on managing certain initiatives. By night, the Kremlin brutally reminds the world that, for them, conflict continues to be the main instrument for achieving "peace".

After-Dark Attacks

As military strikes developed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was exposed. Ukraine is equipped to monitor projectile deployments from across the border, a capability provided through current data. From observation points, Ukrainian air force fighter jets that had been deployed to counter approaching cruise missiles flew past – modern combat jets delivered to Ukraine by Western partners.

Shortly after, Kyiv's anti-aircraft weapons thundered: several firings fired to intercept a hostile projectile. This was a advanced protection mechanism at work, presumably delivered by partner states. Every launch shakes the surroundings, shaking the windows. The instant of fear quickly transforms into sober acceptance: possibly the incoming missile won't cause damage this time, protecting urban areas from devastation and further power outages.

Continuous Dangers

Following this, a large-caliber weapon opened up on a unmanned aircraft in the vicinity, part of a mobile-fire group – almost certainly Western-made equipment. Regrettably, the bullets missed the hostile drone – it maintained course toward its destination.

Intermittently, this carried on until dawn. Kyiv awoke to the morning news: several casualties, destruction and utility failures in numerous residences as a result of the evening attack. As customarily, everyone still went about their day – experiencing conflict. But those full day demonstrated Ukraine's critical military reliance on Western support – a reliance that European nations are evidently unprepared to replace in the near term.

Ineffective Peace Efforts

The detailed framework from American leadership provoked deep reactions, controversy and profound anxiety – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have seen this script before, after previous diplomatic encounters and multilateral gatherings.

Every new approach from American administration follows the identical sequence: a political offensive against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They stabilise the situation but never actually achieve victory. This pattern will, certainly, persist.

Tactical Assessments

It is tempting to accuse certain parties of persistently promoting Moscow's conditions. But that does not seem to be the complete picture. Washington works based on a principle well known to experienced diplomats: you cannot win at the negotiating table what you have lost on the battlefield. The American government believes that it is impossible to compel Moscow to relinquish the areas that it presently holds in Ukraine's occupied territories.

The challenge is that while acknowledging this situation, Washington does little to deter Moscow, through diplomacy or military means, from thinking that the current condition will not change more in its favour in the coming year.

Divergent Views

Therefore, the Kremlin is convinced that duration works to their advantage – that Ukraine and its allies are coming close to fatigue. Their motivation to agree to terms that does not give them the largest achievable advantage is almost completely absent. There may be many attempts to end hostilities, but they will carry on as long as Russia's leader remains highly assured in the result.

On the contrary, Ukrainian leadership believes that Ukraine can still hold out, gradually sacrificing people and territory but avoiding a complete military breakdown until circumstances change in its favour.

Current Realities

Objectively, there are no genuine requirements for a truce. Now, subjective factors are coming into play: personal goals to negotiate peace and achieve global acclaim, and Kyiv's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the flag against any initiative Kyiv finds unworkable, so that their focus does not shift toward internal issues. And although their mission will now be significantly challenging after latest incidents, it remains quite doubtful that this will modify their basic position.

These conflicting dynamics are driving the talks.

Summary and Prospects

It took a only one week to terminate the proposed articles of the most recent proposal. Forceful and unpredictable management of the matter by US administration, opposition by Ukraine and the other European countries, along with soothing efforts of negotiators, and finally, current information leaks, all served their function.

While new initiatives based on old ideas are forthcoming, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are rooted in Kremlin requirements and demonstrate particular unwillingness to alter the situation, if they remain united and enhance their military capacity at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the predictable period, largely rely on ongoing international assistance.
